Can we submit non-codded design prototype only?

Hello Team,
For "IMPROVE THE GOVERNANCE UX" do we need to design and develop an app or is it's ok if we submitted a non-codded design prototype only?

  Hi Hitesh, some code is required - it doesn't have to be a perfect or fully finished application though.
